Date-wise searching on Encounters doesn't seem to ...

the date parameter is supposed to find encounters that are in the span of the period from start-end However, medplum is only searching the start date based on the postgresql table. Further, if there is a timestamp in start-date, then the search no longer works, since it's exact matching in Postgres. Based on the spec, it seems like what should be happening is that if we have an encounter A: start: date A end: date B and I search for date = date C, encounter A should be returned if date C is included in the span of date A and date B, which doesn't happen right now.
@rahul1 if you can point me to roughly how this change would be implemented, i'm also happy to PR it!
Ah I see this issue is tracked here: https://github.com/medplum/medplum/issues/4732, hopefully it gets PRed soon!

Hi @Pavan - good find. This issue will require a significant DB migration for us, so we're trying to find the best sequence to slot in that work. Thank you for your patience
