FHIR query help

Can someone help me figure out why this FHIR query is not working? I am trying to query for Practitioners that are participants in a given CareTeam using the following query. However this just returns all practitioners, even those who are not in the given CareTeam.
GET https://api.medplum.com/fhir/R4/Practitioner?_has:CareTeam:participant:identifier=https://mysystem.com|all-practitioners
I have also tried the following query params, but with the same result.
?_has:CareTeam:participant:member:identifier=https://mysystem.com|all-practitioners
?_has:CareTeam:participant.member:identifier=https://mysystem.com|all-practitioners
Well, I can't begin to explain this, but it seems that the param order matters? I didn't include above for brevity but I also have the active flag. This query does not work:
GET {{medplum_host}}/fhir/R4/Practitioner
?active=true
&_has:CareTeam:participant:identifier=https://mysystem.com|all-practitioners
This query does:
GET {{medplum_host}}/fhir/R4/Practitioner
?_has:CareTeam:participant:identifier=https://mysystem.com|all-practitioners
&active=true
Is this a bug?

Potentially an encoding issue? GET /fhir/R4/Practitioner?_has:CareTeam:participant:identifier=https://mysystem.com%7Call-practitioners
s
Possibly, though encoding should be handled by my client. See the updated comment above too, it seems like maybe this is a bug?

Interesting - if you wouldn't mind reproing and filing an issue with screenshare that would be appreciated

Will do! What's the proper way to file a bug?
