When self-hosting, the database seed includes a bunch of stub

data in the FHIR R4 project, such as

http://nucc.org/provider-taxonomy

which only contains 4 example values. When creating a new project, these get inherited, but if I create a CodeSystem with the same URL that contains the full dataset, any ValueSet that references that CodeSystem by its URL seems to always only return the values from the FHIR R4 project. Am I missing something to override these stub CodeSystems?

Can you just login to the FHIR R4 project and update these? I self host and have done this some but also created my own "shared resources" project to share other resources like access policies across all or our tenants

I guess, but it looks from the code like they'll get "rebuilt" during some migrations. I do have a shared project, but even then, it prefers stub resources from the default "FHIR R4" project if they overlap
