Howdy y'all- we need a way to store a practitioner or organization's license number and their registration status for a particular entity/organization (e.g. Medicare, Medi-Cal). For license number it appears a bit more straightforward on which resource to use and we were thinking of using Practitioner.qualification.identifier, but we're a bit confused on what to use for registration status for not only practitioners, but organizations as well. Would appreciate any insight here!

`Practitioner.qualification` is appropriate here, and the `issuer` would be the organization

`Organization.identifier`  also seems appropriate. 

Within the `Identifier` datatype, you can use the `assigner` field to add the issuing organization (e.g. Medicare/Medicaid) and the `type` to indicate what kind of license this is.
