Yes in theory you should be able to, but unfortunately right now there are some options are hidden behind a "Super Admin" view that only Medplum Admins can access. Even on localhost, there isn't a straightforward path to exposing that view. 

I can file a ticket to expose the relevant settings in the normal "Project Admin" view. Does that work for you?
